First public session on Town of Lockport comprehensive plan set for next week

LOCKPORT – Town Supervisor Marc R. Smith reminded residents at Wednesday’s Town Board meeting that the first public information session on the town’s new comprehensive plan is set for 6 to 8 p.m. Wednesday in Town Hall.

The open-house-style meeting will give residents a chance to express concerns or make suggestions to members of Wendel engineers’ planning staff, who drew up the first draft of the town’s proposal. The document has been posted on the town website.

Smith said a second public session is set for 6 p.m. June 19, where a more formal presentation, including suggestions made at the first meeting, is expected.

The plan will guide future zoning and infrastructure decisions by the town.

Also Wednesday, the board awarded a contract to “televise” and flush the Tonawanda Creek Road sewer to Sewer Specialty Services of Leicester for $116,600. Televising a sewer means to send a remote-controlled television camera through the pipe to check for leaks and blockages. The Leicester firm was lowest of nine bids received for the work.

Town Engineer Robert D. Klavoon said this week that the price came in low enough that the town has $122,000 left in the budget that can be used to televise and flush another sewer line or fix another lift station.

Also awarded Wednesday was a $13,360 contract with Maturano Recreation of Sea Girt, N.J., to supply four sets of five-row metal bleachers to be installed at the soccer fields in Day Road Park. That bid, the lowest of four received, was about half the budgeted amount, Klavoon reported.

Smith said the money for the bleachers came from a Niagara River Greenway grant approved by the Host Communities Standing Committee.

The board agreed to take ownership of 6892 E. High St., a lot left vacant after the town recently demolished an abandoned house there. Smith said the town’s intention is to sell the site and get it back on the tax rolls. Niagara County permitted the town to take control after foreclosing on the house because of unpaid property taxes.

However, an empty house at 4853 Gothic Hill Road will not be demolished. Town Attorney Michael J. Norris reported this week that the bank foreclosing on it has cleaned up the yard and the swimming pool to the town’s satisfaction.

Also Wednesday, the board approved the purchase of a commercial lawn mower from Bentley Bros. of Albion for $9,970.

The board also agreed to rent a children’s bounce house for $230 a day from Ross Rental of Lockport for town events July 20 and Oct. 19 – Community Day and the Fall Festival, respectively. In addition, the town agreed to a contract with the Niagara County Historical Society to offer $5 discounts for every town resident who visits the society’s City of Lockport museum.

An agreement was made with the state Department of Transportation for the DOT to repair any problems that its crews encounter with manholes and water valves as its installs new sidewalks along both sides of Robinson Road later this year.

The board also approved a detour route via Groff and Day roads while the Canal Road Bridge is closed for repainting by the DOT next year.
