LOCKPORT – The city will replace most of the light fixtures in its four main municipal buildings this year, Norman D. Allen, director of engineering and public works, said Wednesday.
The Common Council voted unanimously in favor of a 10-year contract with the New York Power Authority, under which the authority will supply and pay for a contractor to do the work. It will start in May and last three or four months, Allen told the Council.
The $260,000 project covers City Hall, the Streets Department garage and the water and sewage treatment plants.
In addition to the installation of more energy-efficient light fixtures, Allen said the project includes the replacement of City Hall’s electric boiler, “which was built in the ’70s when electricity was cheap, to heat the water in this building.”
Allen said, “It’s $60,000 just to change this boiler. It’s huge.” The new boiler will burn natural gas, which at present is the cheapest heating fuel.
The contract with NYPA’s Energy Services Program calls on the city to pay the authority up to $11,220 a year for 10 years, starting in 2015, Allen said.
This year, the city expects to be able to book more than $9,000 in energy savings, an amount that will rise in 2015, when the new fixtures and boiler are in place for a full calendar year.
“The savings in electricity will pay for the rest,” Allen said. “These numbers are very conservative.”
In another matter Wednesday, the Council approved a request from Lockport Ice Arena and Sports Center to allow the use of the former Dussault Foundry site as a staging area for construction of the new arena, targeted to open in September.
The Council also voted to accept $16,400 in historic preservation grants for the project to nominate the High Street-Locust Street neighborhood for the National Register of Historic Places. Also accepted was a $27,550 grant, augmented by an additional 29 percent for fringe benefits, to cover a Police Department program to combat domestic violence.
